If you exceed the monthly limit, you will continue to have access to our APIs, but see a lower rate limit for the remainder of the month. Once that month ends, your rate limit will go back to normal. We’re working to provide better ways to monitor your current usage in workspace settings and will have more to share soon."

Yes they are.
