I have the CSV Import Block, but what I’m trying to do is a csv import that will REPLACE all of the existing data in the table, but still keep the links I have shared. The CSV Import Block allows me to merge or combine, but I want to completely replace the contents each time I do an import, but still keep my views and shared links. Your help is appreciated!

Unfortunately, I’m almost certain you are not going to get a Block to do this. Blocks cannot [presently] cannot be customized and as developers, we are unable to build custom blocks. Where does that leave you - the API or something like Integromat or Zapier.
Building a custom API service is complex and non-trivial. So, I would first look into using Zapier and Integromat to see if they have some recipes that can help.
