Is there a way to make a conditional value list?

What do you mean by this? Are you trying to make a Single Select field that has varying options available to choose based on certain conditions? Or are you trying to display a list of things in a text field based on certain conditions?

Im trying to achieve your first suggestion - making a single select field that’ll pic up information from other places in the database instead of having to ‘hard-code’ all the options as it dosen’t seem to be very dynamic solution.

In that case, no - this isn’t possible with Airtable.

What you are referring to is dynamic variable conditions for linked record fields.

Airtable rolled out “Dynamic Variables” to their automation “Find Records”. It enables you to set a condition as dynamic.

IF this were to be rolled out to the the linked record field type, you could accomplish this.
This functionality would look through values in the destination table and filter the linked record options for only those records which match the conditions.

EG:
Field 1: Linked field to Store Table, user selects grocery store from drop down
Field 2: Items, user selects grocery items hardware store items will not display
