No, not currently. Presumably it is logged somewhere, but as far as I know it’s not accessible anywhere — yet — through the UI or API, except in the expanded record history panel.

Any changes to this? It could be very helpful to have this type of field for a general “last modified by” as well as a version that allows you to track that information for a specific field.
