Page designer element background color fails to print. Border colors do print

I’ve just created an elaborate Page design, and I want to highlight 2 output fields using background color.
on the screen the colors look fine. Neither pdf nor paper printing have the colored backgrounds.

FWIW, I have one field with colored border… and that works fine.
