Is it possible to give public permission to a database, so that everyone can comment and the owner\creator will approve any response to the database?

I want to create a database that is fed by the general public but with control

    You can’t use the Comments feature, but you can create an Entries table (or View), and create a public Form to share with external people to fill. And then to whatever you want with them.
