Unable to set up two factor authentication

I’m an Indian, trying to set up two factor authentication. Even before that is a step wherein we have to put our mobile phone number and then, on the next section, the verification code. However, I’m not receiving any verification code. I’ve tried this a lot of times. Can someone tell me what I might me doing wrong? Is this an ongoing issue with other people too?
