Zapier 'Holding - Throttled' zaps where trigger is new record in table acting as sync source

I’m having trouble with Zaps being ‘Throttled’ by Zapier. Could this be because the trigger (a new record in a table) is in a table that is acting as a sync source (i.e. there are other bases syncing data from that table). It’s the only reason I can think of for why these zaps are being throttled as they are simple 2-step zaps.

Any help or advice much appreciated!
