API limits and the Webhook API

Does anyone know whether the Webhook API contributes to the new API limits on the Free/Team plans?

Update for anyone else looking for this info: The support team have told me that that Webhook API calls do contribute to the overall limit.

Related to this question, is there any way to know what the API limit state at a given moment?
